Category A1 Rules For Motorcyclists

The rules of category A1 are applicable to those who want to drive small motorcycles. They have a maximum capacity of 35 kW. They are not derived from vehicles that have more than twice their power.



The open category drone operations can be divided into three subcategories A1 to A3. You can fly drones that have the class label C0 or A1 in the A1 subcategory (flying over people) up until January 2024.

A1

Category A1 is one of the three EASA drone categories that applies to aircrafts with a maximum take-off weight (MTOM) of up to 25 kilograms. It requires a flight schedule and an account of flight along with an identification system for remotes and a geoawareness system. The drone should be within sight of the pilot at all time. It is prohibited to fly in the vicinity of people or areas that are used for recreational, commercial or industrial purposes. The drone should also remain less than 120 meters above the ground level.

If you want to fly a drone that is not listed in the above-mentioned categories, you must get a special licence from the Civil Aviation Authority. This is known as an operational authorization. You can find more information on how to apply for this here.

A1 applicants must have a minimum 16 years of experience riding two-wheeled vehicles. They must also have completed the obligatory basic training, and passed both a theory as well as a practical test. They also need to have an official medical certificate.

A1 license holders can ride two-wheeled mopeds so they ensure that their capacity of cylinder is not more than 125 cc, and their power-to-weight ratio is not more than 0.1 kg/kW. They can also drive motorcycles with the capacity of cylinders that are not greater than 125cc as also trikes and quad bikes.

From January 1st, 2024, existing drones that do not have a CE mark can be operated in the subcategory A1. They are low-risk and do not pose any significant danger to the general public. They must, however, be at least 150 meters away from industrial buildings, and recreation areas. Additionally, they must not fly over crowds or operate within 5 kilometers of airports and airfields.

A2

If you've completed your CBT training and are planning to obtain a motorcycle licence, you may be eligible for a category-A1 licence. This permits you to operate an unrestricted motorcycle with no sidecar. It must have the capacity of cylinders up to 125cc, and a power output of up to 11kW. You can also fly in the A2 sub-category using drones that weigh a total of up to 4kg however, you must keep them at a safe distance from people when taking off and landing. The distances of separation are horizontal, not vertical and drones should be kept to 30m or more horizontally from uninvolved people or 5m when in  low-speed mode. You must also pass the A2 Certificate of Competence (A2 CofC) exam to fly in this class.

If you're looking to fly larger drones, then you'll need to apply for an operator's license in a specific category. This requires you to complete the General VLOS Certificate training, flight assessment and prepare an Operations Manual. The process for applying is similar to a PfCO. A2 allows drones that are transitional that are not yet CE certified, but have been modified to reduce the chance of collisions with other people. It is only possible to fly these drones in A2 until end of 2022, after which they'll have to be in compliance with A3 rules.

The A1 and A2 categories are designed to assist you in becoming a safe and confident motorcyclist. The number of lessons required depends on your level of capability and the progress you are making in your learning, but you must complete a specific amount of special rides. These include a minimum of five lessons on country roads as well as four on highways, and three at dawn or in darkness.

A3

This category permits drones with a an maximum takeoff mass of 25 kg. Although it is a lower risk operation, strict precautions must be taken to minimize the risk of accidents. A distance of 150 meters is required between drones and commercial, residential industrial, recreational and residential areas. This tier is further divided into sub categories, A1, A2 or even A3. Drones bearing the Class Identification Label C2 may be operated under subcategory A2 provided they meet the requirements for size and the remote pilot has passed an additional theoretical knowledge test. This exam is designed for the remote pilot to evaluate their knowledge of the technical and operation mitigations that address the extra dangers associated with flying bigger drones (class A2, less than 4kg mass) close to people. The certificate of competence to fly Category A2 is given upon successful completion of this test.

Due to the lack of certified drones in this category There are 'transitional' arrangements that allow non-certified 'legacy' drones to be operated in categories A1 and A2 for two years following the new EU regulations take the market. The drones of the past cannot be deliberately flown overhead of people and must be operated with an A2 CofC.

To operate a drone under this category, you need to first complete the online flyer identification test and then take a theoretical exam. Additionally, you must declare that you have acquired some knowledge of your drone and pass an official declaration of competency. These requirements are similar to the driving licence system where a person who first obtains the licence for a lower powerful vehicle category can gain access to a higher category.

A4

The DOH is currently preparing guidelines for category A4. They will be in line with the other operations and will also include details such as the number of dressing changes each day. They will be presented to the Inter-Agency Task Force for the Management of Emerging Infections (IATF-EID) and the DOH National Immunization Technical Advisory Group. When they are approved the guidelines will be reviewed and approved by both the DOH National Immunization Technical Advisory Group and the IATF EID.

In this category, drones sporting an identification label for class C0 and C1 are allowed to fly within a distance of 50 metres from people who are not involved. This is a low-risk subcategory, but stringent precautions must still be taken to prevent accidents. Drones classified as A1 or A2 are required to be able to pass an additional theoretical test to be able to operate in this subcategory.

This examination aims to assess the knowledge of the additional dangers associated with flying drones in close proximity to people. A successful passing of the test earns the issuance of a certificate of competency for this subcategory. The pilot must maintain at least 30 meters from any uninvolved person, or 5 meters when flying in a slow flight mode.

If you're looking to obtain a motorcycle license, you must complete a certain number of training sessions to take the theory test and subsequently pass the practical test. This amount varies depending on your age, skill level and progress in learning. A minimum of 12 90-minute classes must be completed.
